The Union Public Service Commission (UPSC) has announced a major reform related to the Civil Services (Preliminary) Examination 2026. According to the latest press release issued by the Press Information Bureau (PIB), UPSC will release the Provisional Answer Key for the Civil Services Preliminary Examination 2026 soon after the conduct of the examination. This step has been introduced to improve transparency and strengthen confidence among candidates appearing in the examination.
UPSC Chairman Dr. Ajay Kumar described this move as “a new beginning” towards greater transparency in the examination process. He stated that this initiative reflects the Commission’s ongoing effort to ensure better responsiveness, transparency, and timely communication with candidates.

UPSC Chairman Statement on New Reform
UPSC Chairman Dr. Ajay Kumar said that for the first time, the Commission will release the Provisional Answer Key for the Civil Services Examination. He further stated that the policy is aimed at making the examination process more participative while maintaining its sanctity, integrity, and merit-based framework.
Candidates Can Submit Representations Online
After the release of the provisional answer key, candidates will be allowed to submit their representations, if any, through the dedicated online portal called Online Question Paper Representation Portal (QPRep) available on the UPSC online website. Candidates can submit their objections or representations till May 31, 2026, 6 PM.
As per the notice, candidates will have to indicate the correct answer key according to their understanding, along with a brief explanation and supporting documents from three authentic sources. UPSC stated that this process will help candidates make an early assessment of their performance and provide them with sufficient opportunity to submit their representations.

Review Process by Subject Experts
The Commission has informed that all representations received from candidates will be placed before teams of subject experts for detailed review. These experts will examine every representation carefully, along with the supporting documents submitted by candidates. After reviewing all objections and representations, the final answer key will be prepared.
Purpose of Introducing Provisional Answer Key System
According to the PIB release, this reform has been introduced to address the long-standing demand from candidates regarding the publication of provisional answer keys. UPSC stated that this step is part of the Commission’s commitment towards transparency, accountability, and strengthening confidence in the examination system.
