GST New Rates 2025: The 56th GST Council meeting held in New Delhi on 3rd September 2025 has introduced one of the most significant tax reforms since the launch of GST in India. These reforms aim to simplify the tax system, reduce the burden on the common man, support small businesses, and boost key sectors of the economy. The government has rationalised the tax structure and made several items either cheaper or completely tax-free, while also ensuring that the system remains fair and citizen-friendly.

Key Highlights of GST New Rates 2025

The biggest change is the reduction of the four-tier tax structure into a simpler two-rate system. Now, GST will primarily be levied at a Standard Rate of 18% and a Merit Rate of 5%, with only a few demerit goods taxed at 40%. This is expected to make compliance easier and reduce confusion for both businesses and consumers.

Another historic decision is the complete GST exemption on life and health insurance policies. This move is aimed at making insurance more affordable for the common man, increasing coverage across the country.

GST Exemptions and Reductions Benefiting the Common Man

  • Life and Health Insurance Policies: All individual insurance policies, including term life, ULIPs, endowment policies, and health insurance (including family floaters and senior citizen plans), are now exempt from GST.
  • Daily Use Household Items: GST on shampoos, hair oil, soaps, toothpaste, toothbrushes, bicycles, kitchenware, and other household products has been reduced from 12% or 18% to just 5%.
  • Food Items: Pre-packaged and labelled paneer, chena, and all Indian breads (roti, chapati, paratha, parotta) are now completely tax-free. UHT milk has also been made GST-free. Popular food items like namkeens, noodles, sauces, chocolates, coffee, cornflakes, ghee, and butter will now attract only 5% GST instead of 12% or 18%.
  • Healthcare & Medicines: 33 life-saving drugs will now be available at 0% GST. Medicines for cancer, rare diseases, and chronic illnesses have also been exempted or reduced to 5%. Most other drugs will now attract only 5% GST instead of 12%. Medical devices like glucometers, bandages, diagnostic kits, and surgical equipment will see a cut to 5% GST.
  • Education & Well-being Services: Gym, salon, yoga, barber, and other wellness services will now be taxed at only 5% instead of 18%.

GST Cuts for Key Sectors

  • Agriculture & Farmers: Tractors, harvesting machinery, soil preparation equipment, and composting machines will now attract only 5% GST instead of 12%. This is a major boost for farmers and the agriculture sector.
  • Labour-Intensive Industries: Handicrafts, marble, granite, and intermediate leather goods will now attract just 5% GST, providing relief to artisans and small-scale industries.
  • Automobiles: Small cars, motorcycles up to 350cc, TVs (up to 32 inches), ACs, dishwashers, and even cement will now be taxed at 18% instead of 28%. This reduction will make many consumer durable products more affordable. All auto parts have been standardised to 18%.
  • Textiles: Man-made fibres will now attract just 5% GST instead of 18%, while man-made yarn will drop from 12% to 5%. This corrects the long-standing inverted duty structure.
  • Fertilisers: GST on key raw materials like sulphuric acid, nitric acid, and ammonia has been reduced from 18% to 5%, benefiting the fertiliser sector and farmers.
  • Renewable Energy: Solar panels, wind turbines, and other renewable energy devices will now attract only 5% GST.
  • Hospitality: Hotel accommodation up to ₹7,500 per night will now be charged at 5% GST instead of 12%.

Implementation Timeline of GST New Rates 2025

The Council has decided to roll out these reforms in a phased manner:

  • Services: New GST rates for services will be effective from 22nd September 2025.
  • Goods (except tobacco-related items): Revised rates will apply from 22nd September 2025.
  • Tobacco, cigarettes, gutkha, pan masala, and related products: These items will continue at existing high tax rates until the government clears compensation cess liabilities.

These reforms will have a direct impact on reducing the cost of living. With everyday essentials, medicines, and health insurance becoming cheaper, families will save more. Farmers and small businesses will benefit from lower taxes on machinery, raw materials, and handicrafts. The move also supports “Ease of Doing Business”, as the simplified two-rate structure will make compliance much easier.

At the same time, reducing taxes on automobiles, cement, consumer durables, and hospitality is expected to boost demand and stimulate growth in these key industries. Overall, the new GST rates will not only make goods and services more affordable but also encourage broader economic growth.
