Haryana Clerical Rules 2026: The Haryana Government has officially notified the Haryana Clerical (Recruitment and Conditions of Service) Act, 2026, through the Haryana Government Gazette dated 3 June 2026. The new law has been introduced to regulate the recruitment process, service conditions, promotions, seniority, probation, and other employment-related matters for Clerks in Haryana Government departments.
Under the new Act, all future regular appointments to Clerk posts in Haryana Government departments will be governed by these rules. The Act also introduces a common clerical cadre and specifies recruitment quotas through direct recruitment, promotion, compassionate appointment, transfer, and deputation.

Promotion Rules for Group D Employees
Group D employees seeking promotion to Clerk must fulfill the following conditions:

SETC Computer Test Rules
The Act provides for the State Eligibility Test in Computer Appreciation and Applications (SETC), which consists of:

Employees promoted as Clerks must qualify SETC Part-II to receive annual increments and become eligible for further promotions unless exempted by government rules.

Seniority Rules
The seniority of clerks appointed under the Act will be determined according to the merit list supplied by the recruiting agency. Directly recruited candidates will rank above candidates appointed through other modes when appointed on the same date. Additional provisions have also been made regarding seniority among promotees, transferees, and compassionate appointees.
Service Liability
Employees appointed under the Haryana Clerical Act may be posted in any Haryana Government department and at any place within or outside Haryana. They may also be deputed to government-owned organizations, universities, local bodies, or other approved institutions, subject to applicable provisions.
Reservation Benefits
The Act protects reservation and concession benefits available to Scheduled Castes, Backward Classes, Ex-Servicemen, Persons with Disabilities, and other eligible categories as per Haryana Government policies issued from time to time.
