PMVBRY 2025: The Government of India has launched the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) under the Budget 2024-25 as part of the Prime Minister’s package for employment and skilling. The scheme is managed by the Ministry of Labour and Employment through the Employees’ Provident Fund Organisation (EPFO). Its aim is to boost employment, support first-time employees, and encourage employers to create more jobs.

PMVBRY 2025 Scheme Highlights

Effective Date: 1 August 2025
Registration Period: 1 August 2025 to 31 July 2027
Implementing Agency: EPFO (Ministry of Labour & Employment)
Total Financial Outlay: ₹99,446 Crores

The scheme has two main parts:

Part A – Support for First-Time Employees

A one-time incentive of up to ₹15,000 will be provided.
Paid in two installments:
- First installment: Up to ₹7,500 after 6 months of continuous employment.
- Second installment: Balance amount after 12 months and completion of the financial literacy program.
Benefits available only if the employee’s gross wage at joining is less than ₹1,00,000 per month.
Mandatory Aadhaar-based UAN authentication using Facial Authentication Technology on UMANG App.

Part B – Incentives for Employers

This part focuses on employers, especially in the manufacturing sector, to create additional jobs.

Incentive Period:
- 2 years for all sectors
- 4 years for manufacturing sector
Eligibility Threshold:
- At least 2 additional jobs if baseline is below 50
- At least 5 additional jobs if baseline is 50 or more
Incentive Amounts per Employee per Month:

EPF Wage Slab of New Employee	Incentive to Employer
Up to ₹10,000	₹1,000 (plus 10% of wage as risk cover)
₹10,001 – ₹20,000	₹2,000
₹20,001 – ₹1,00,000	₹3,000

Payment made on six-monthly basis after filing of required returns.

PMVBRY 2025 Applicability

Applies to all establishments covered under EPF & MP Act, 1952, including exempted trusts.
Baseline employment will be calculated based on previous records, and only jobs created beyond the baseline will be incentivized.

PMVBRY 2025 How Incentives Will Be Paid

Employees: Direct Benefit Transfer (DBT) to Aadhaar-seeded bank accounts.
Employers: DBT to PAN-linked bank accounts.

PMVBRY 2025 Monitoring & Grievance Redressal

A Steering Committee and Executive Committee will oversee the scheme.
Grievances can be filed online through EPFO with resolution within 15 days.
Fraudulent claims will attract penalties, and strict monitoring will be done through integration with government data portals like GST, Income Tax, and MCA.
